After a reinstall of the host OS I decided to try and move this service to a VM as well since the migration of all the other VMs went so well. I used this option when I had it installed on bare metal and pointed it to a RAM Disk I created with SoftPerfect RAM Disk. I debated posting this to r/sysadmin but I would also like to keep this to Hyper-V, not just get flooded with posts of, "USE SOMETHING ELSE!" I am attempting to run a Windows 10 VM hosting a media server, this media server (Jellyfin) lets you select a location to use as a temp drive for re-encoding files.
